dams failed following heavy rain in Michigan—the Edenville and Sanford Dams—causing widespread evacuations and devastating damage to homes and properties. Thankfully, no lives were lost. Climate change is causing increasingly more volatile and frequent storm events at time when the country has an estimated 2,000 high hazard dams that are at threat of failure. State dam safety offices are historically underfunded and understaffed. The Association of State Dam Safety Officials estimates that the average number of regulated dams per state is approximately 1,600 and the average number of dam inspectors per state is roughly eight. Congress should increase annual appropriations for the National Dam Safety Program, with the goal to provide adequate levels of funding for state dam safety program offices to avoid future disasters.<br><!-- [et_pb_line_break_holder] --></p><!-- [et_pb_line_break_holder] --><br><!-- [et_pb_line_break_holder] --><p>In addition, Congress should pass a bill requiring mandatory notification for people living within dam breach inundation zones. Many people living in dam failure flood zones have no idea they are at risk, and it’s often up to the homeowner to reach out to local or state emergency management offices to find out this information. This document is now available for public review and comment until June 26, 2020. <br> <br>The RAP summarizes progress made in the AOC, includes a summary of the status of projects, and progress towards targets. The Milwaukee Estuary AOC has 11 environmental problems, or Beneficial Use Impairments, which affect the ability of the community to safely use our rivers. Projects have been identified to address each of these impairments, and targets have been established so we know when we have done “enough” in our cleanup and restoration work.
